White papers can be designed to promote direct sales, direct people to online stores or to increase consumption of a product or service.

Direct Sales - Direct sales are the values that are received (usually in sales dollars) as a direct result of a marketing effort which is setup and can be controlled by a person or company. A salesperson may provide white papers to existing or prospective customers to help them understand how the product or service can solve their problem or satisfy their needs.
